How Paper Ballots and Public Counts Power Taiwan Democracy

Every few years, schools and temples across Taiwan transform into bustling polling stations. Once the voting clock strikes four, the real spectacle begins. The polling place is instantly converted into an open-air counting center, welcoming any member of the public to walk in, watch, and even film the entire process.

The procedure is meticulously low-tech. Election workers lift each paper ballot high, displaying the marked stamp to the observers. They call out the candidate's name and number in a rhythmic, loud chant: 'Yi-hao, Yi-piao!' (Number one, one vote!). Another worker marks the tally on a large paper sheet taped to the wall, using the traditional character 'zheng' (正) to count in groups of five.

To prevent conspiracy theories, the ballot boxes themselves are simple cardboard structures. Before voting begins, they are opened and shown to be completely empty to the first voters in line. This radical transparency is why election results are accepted with virtually no public dispute, rendering expensive electronic voting machines unnecessary. In a world of deepfakes and cyber threats, Taiwan's paper trail remains its strongest shield.
